〔ムンバイ同時テロ〕警官たちが凶行を座視していた理由はこれか？

当局とテロリストの結託を疑わせる証言もある。今回の事件では、ムンバイのターミナル駅も襲撃された。駅の前に会社がある新聞社ムンバイ・ミラー紙のカメラマンが、襲撃直後に駅に潜り込み、テロ実行犯の写真を撮った。その際、カメラマンは、駅の構内のあちこちに武装警官が隠れているのを見つけたが、警官たちは誰も犯人たちに向かって発砲しなかった。犯人は武装していたが警戒感が薄く、カメラマンは近くにいた警官たちに「今なら犯人を射殺できる。撃つべきだ」と言ったが、警官たちは撃たなかった。その間に犯人たちは、駅に居合わせた一般市民たちを次々に射殺した。（カメラマンに話を聞いた英インディペンデント紙の報道）

But what angered Mr D'Souza almost as much were the masses of armed police hiding in the area who simply refused to shoot back. "There were armed policemen hiding all around the station but none of them did anything," he said. "At one point, I ran up to them and told them to use their weapons. I said, 'Shoot them, they're sitting ducks!' but they just didn't shoot back."

As the gunmen fired at policemen taking cover across the street, Mr D'Souza realised a train was pulling into the station unaware of the horror within. "I couldn't believe it. We rushed to the platform and told everyone to head towards the back of the station. Those who were older and couldn't run, we told them to stay put."

The Independent掲載のカメラマンの証言は私も読みましたが、単純に考えれば、武装警察に充分な装備がなかったか、銃はあっても弾丸はなかったか（これはこれでひどいことですが）、という線ではないかと思います。

まぁ、ねぇ、現時点では色々考えられて、マシンガンにハンドガンで応酬なんてハリウッド映画のヒロイズム！ってご指摘の通りの場合もあるし、仮に陰謀説を取るにしても、警官が訓練や映画撮影なんて現実感から乖離した思い込みを誘導された「ある種の被害者」な場合も考えられ、米国の９・１１もこのタイプだった。
中々どうして、陰謀も中枢に参画する人数が増えれば増えるだけ、危険度も増すから。
しかし、コレだけの下準備のカネは何処から？ヒントも無いんですかねえ？
