Michele Flournoy, the under secretary of defense for policy, said all sides should "try to be careful to avoid incidents that could inadvertently escalate."
"We seek to resolve these disputes through direct talks between the countries involved and in a peaceful manner," Flournoy said at a seminar of the National Bureau for Asian Research.
The United States wants to "make sure that as we have forces that are operating in the vicinity of one another, we all respect the rules of the road that are out there."

Saturday's protest coincided with the anniversary of the 1931 "Mukden Incident" that led to the Japanese occupation of China's northeast and eventually the brutal invasion and conquest of much of the country.
The date has in the past been marked by official commemorations and scattered anti-Japanese protests.
China's official Xinhua News Agency reported that protesters had also gathered to demand the boat captain's return in the northeastern city of Shenyang, previously known as Mukden, where the 1931 attack occurred.

So which country has a better claim to the islands? My feeling is that it’s China, although the answer isn’t clearcut. Chinese navigational records show the islands as Chinese for many centuries, and a 1783 Japanese map shows them as Chinese as well. Japan purported to “discover” the islands only in 1884 and annexed them only in 1895 when it also grabbed Taiwan. (You can also make a case that they are terra nullis, belonging to no nation.)
