The Government of the Northern Marianas will almost certainly face a shutdown of non-essential services from the close of business on Wednesday.

Because of a recent constitutional amendment, the islands must pass a balanced budget and break a decades-long habit of accumulating deficits.

But the fiscal year ends on Wednesday and the House of Representatives and the Senate still haven't reached an agreement on where to cut costs.

The American lawyer for Aung San Suu Kyi has welcomed an announcement by Rangoon that the detained pro-democracy leader will be released on November 13th, but remains weary of the government's claim.
